Hate to break it to ya! This is not on HARD, it's on medium. Each level of difficulty has a set number of police cars in each road block. The first police road block at video time 0:39 has 5 cars, hence MEDIUM difficulty.
Next time don't run your mouth commenting crap at other people's videos, especially that it wasn't even you who completed the mission, but rather your friend. Peace!

Hate to break it to ya Mr Driverererer, but this acktually is on HARD. Sorry to hear about your lack of intelligence on the matter. If you ever want to check the amount of cops per barricade, try this neat trick! Go to the main menu and select the Hard difficulty from the Options screen. Then Take a Ride! Annoy the cops. As your felony increases continue driving until you see a 5 car barricade.
