Ummar al Khattab required merchants to go trough buying and selling fiqh lessons before they could buy and sell, read it, is in his Seerah, what is so wrong about asking for a marriage fiqh? he is not making difficult for people to get married, Deen knowledge, Taqwa and the ability and provide for a wife are the basic Islamic requirements to get married (for a male), so, he is not asking for unreasonable requirements, fear Allah you sound very harsh. may Allah guide us all.
