It's good to see Heritage calling "Congress" on the abuse of earmarking. Pork-barrel spending exploded once the GOP controlled both Congress and the White House. From 1994 to 2004, earmarks on appropriations bills went from 4,000 to 15,000. Bush has signed spending bills overflowing with earmarks, and Heritage never felt the need to complain. Now that Congress has a Democratic majority, it's time to get that spending under control! So predictable.
