What the cat is trying to do is what it would do outside ie make a small hole to do the business in (scraping the toilet inner side) and then cats always attempt to cover where they have been. Not like dogs who usually just walk off.

I wonder if these cats watch humans and have figured it out what they do there.

My mother's cat did this but she did not know how it had learned to do it.
