Yes, Woodrow Wilson is among the worst, but I'd have to say Lincoln was even worse.

Yes - I think the prize goes to Harry Truman. Harry nuked the already defeated Japanese. Harry ignored the advice of his Secretary of State and recognized Israel knowing full well that David Ben Gurion had just done to the Palestinians what the Germans had done to the Jews. And worse, he authorized the CIA to overthrow the democratically elected government of Iran and replaced it with an arrogant thug who would make Sadam look like a Boy Scout. Harry paved the road that we walk on today.
