It does, but it's definitely not a 4, nor the kanji for 4 :P Though I'd hazard a guess and say this is the closest thing we'll be getting to SMT4 for a while, anyway..

I think Symphonic Rock would be great for this game. I'm not a huge fan of the typical Meguro raunchy guitar rock style, but I think completely orchestrated is a bit too normal for this series. I think music somewhere along the lines of Nocturne's Reason Boss Battle type music. That's just me though.
