For one thing, even after Godhra, no muslim in Gujarat would want to migrate to Pakistan even if such a visa is handed on a platter. Look at Pakistan. Muslims are killing muslims. Shias killing sunnis. Sunnis killing each other in Karachi. One wonders why these people needed a seperate muslim state if all they want to do is kill each other.
