Google wants to show its users relevant results for relevant searches. So now it is extremely important to perform the extra steps in properly 'optimizing your PDF documents'. In effect you are telling Google what your PDF documents are about and what information they contain.

Thanks Matt for pointing out that Google will try to rank an individual item, then compare the "utility" of the next potential item against the query before ranking it. In looking at it from this perspective I can see how a PDF may be more difficult to rank given the majority of users probably prefer to view a webpage (content chunk) instead of a full document (unless they used PDF in their search query).
