Any unit id markers on the vehicles? If not, and it looks like factory shipping labels in the windows of the HEMTT tankers, probably enroute to a distribution center to be issued to replace old equipment.

This is how the Army transports heavy vehicles in large numbers.....by rail cars. How often do you see armored convoys on highways? If this is south of Santa Cruz,CA......they maybe going to or coming from Army Training areas located between Santa Cruz and Los Angeles. Note woodland paint job.....not desert tan.
