As the U.S. Presidential race picks up pace ahead of November's vote, Barack Obama is trying to ratchet-up support for re-election. He's delivered his annual State of the Union address, making new promises of change ahead. President Obama reiterated his committment to cutting down on military spending and trimming the armed forces. But U.S. professor Paul Sheldon Foote says his pledge is at odds with Washington's foreign policy goals.
