In order to access mogres, you must talk to Skippy southeast of Rimmington. You will need to bring him a bucket of water, a hot nettle tea (a bowl of water with nettles boiled into a cup of tea), and a hangover cure (milk with chocolate dust and snape grass). Once you have helped Skippy, you can permanently access mogres.
