in the instrument check ride hé says on such a landing , " sorry but you crashed the plane , you fail for the instrument checkride , please try again ".

Why all the downvotes? This is a good example of a pilot locking up his brakes upon landing!

The pilot's final approach was too fast, that's all. You can see that because there is no landing flair. He applies too much brake on touchdown. Since someone was videotaping the landing, I would assume the pilot is a student and this is probably his first solo flight. At 0:13, you can see he is alone in the cockpit.
