The Sandy Berger might be the most damaging to the movie due to outside forces, but in and of itself, the Madrid scene is the weakest part of the movie, as it (unintentionally, I'm sure) gives the impression that they don't know their own number system. That does take a bit away from the foreboding.

It depends a lot on where you look. Madrid is not on the same level as London or Berlin. Spain is a significantly poorer nation.
