Delete an "undeletable" file

it still didnt delete the file i was trying to remove. PLEASE HELP.

@pantsuman00 for example if the file was called: test test.jpeg
you would type [domain of file...] \"test test.jpeg"
or so i believe. hope it helps

@MrTechfreak1 Easy answer; if you're not the admin and you haven't broken into the filesystem or otherwise escalated in your privileges, of course you can't (shouldn't.) Can there be any reason you should be able to?

Can I delete a .dll file with this because i uninstalled magiciso but the .dll is still there and i clicked delete but it says the file cant be deleted cuz it is open in windows explorer !??!?!?
