I don't think you read that properly. Maybe the guy who says "no homo" thinks it's all right, but it doesn't matter what the guy thinks, other people will see it as insecurity. Maybe not you personally, but it's the impression that they get. If you want to change that, you'd have to change public opinion.

i dont see how its an insecurity of their own masculinity when a straight guy compliments another guy on certain things and saying "no homo", it just means that the straight guy wasnt coming onto the other guy, he was just giving him a compliment, like i said, not the same between guys as it is for girls
