All that is needed to be said but I will expand on that;
Due to Joker paying someone to continue testing on the venom, aka titan, he was relocated there even before the blackgate fires. As such he is in the position to receive the titan product.

because this is supposed to be a game based upon the cartoon series from the 90's, where all the voice actors from said series do the voices of the characters in this game
Wouldnt make any sense to have heath ledger in here, as he wasnt in the cartoon.

Huh? Bane is again a "strong brute-type" character? They did that in Batman & Robin, and the comic book fans despised it. One of Bane's main features is his intelligence and wit.

I think Mark Hamill can do the voice of joker just as good as heath could act him (it still sad he died though)
