The Republicans have been the party of the rich for decades. Their genius has been their ability to convince some of the non-rich that they have some reason to vote Republican. The absurdity of this is superseded only by the pathos of it.

If you want to time a timetable to who is in office at the time something occurs you may win arguments. Michigan 25% unemployment for example. The fault is 100% Republican.
