This past Wednesday, 1-21-09, the Planning and Zoning Commission met with the Conservation Commission to amend the P&Z zoning regulations. At present, Developers must deed 10% of their property to open space. The P&Zs plan of development recommends 15% as does the Conservation Commissions Open Space Plan. Both Commissions are in agreement therefore the objective is to bring it to a vote. The public is for this amendment, the Builders Association is not and has threatened to sue if approved. As a result, the P&Z asked City Counsel and received a favorable opinion on this change.

This media clip of the work session between the Conservation Commission and Planning and Zoning shows how a simple straight forward zoning regulation change, that has long been a part of the long range planning of both Commissions, can be turned into total confusion and delay by a Commissioner obviously not anxious for approval. The main speaker in this media clip is Commissioner Leon Sylvester of the Planning and Zoning Commission who states that he is not pro-developer yet his actions add delay and seem to support the Developers and their dislike for this amendment. It appears to be obfuscation at its best.

  • why don't you have one of sheltons favorite developer hand all of you a big bucket of cash each and build some crammed in condos. your all a bunch of bottom feeder crooks.

  • I'm not sure if Leon was aware that any change to the subdivision regulations (as in requiring a 15% set-aside over the current 10%) requires a public hearing, and at that time there will be opportunity for dicussion and public comment. The Open Space Plan simply recommends the set-aside increase, as P&Z's Plan of Conservation and Development did in 2006. So it would not actually change anything.
