to encourage price competition among landowners. No single landowner would be able to jack up his asking price arbitrarily, because the developer would never put himself in a position where he had to pay a price so high that profit became impossible.

One approach would make use of option contracts. In an option contract, a landowner agrees to sell his parcel of property for $X, but only if the developer can reach agreements with other owners permitting acquisition of the entire right-of-way for a reasonable price (that is, a price that will allow a profit). I guess they're still shaken up from those radical New Left and Right wing militias in the late 20th century.
How sad is the man that wanted everyone to be "fair share" slaves? Does he really think that is the Browns had surrendered their money to the Feds that his taxes would be lower?
Excellent work as always.

Back when we were protesting against gun laws in 2000 we were getting photographed and followed around.
C'mon people this is not a game. The leviathan state will kill to keep it's power.
