Technically speaking, the term Cockney has both geographical and linguistic associations. Geographically and culturally, it often refers to working class Londoners, particularly those from the East End.
Buckinghamshire is not in London. Therefore, Ashley is not a cockney.
By your own reasoning, someone who was born 'close' enough to a particular area to have associations with it qualifies as a direct product of the environs. If you visited Belgium, would you refer to everyone as French?

@Electricretropants Your point is way off... mackem's are from Sunderland and geordie's are from Newcastle. But Ashley is more of a cockney than Geordie, given he is from Buckinghamshire which is geographically opposite to Newcastle, excluding Scotland. No it is not correct, but you are splitting hairs. My point is more valid than yours.
