Are you suggesting that the people on board who own the engine, maintain & repair it, & drive it regularly at rallies are inept? - That they lack the basic skills of raising full boiler pressure for a simple task like this, & then fail to open the regulator wide? The engine had nothing more to give! The load stalled it before the end of the track.
It couldn't. If you watch again, you'll see that steam wasn't shut off until after it had stopped moving. The sledge stalled it & brought it to a stand.
I think speed doesn´´t matter: when steam engines go very slow they have the most power due to the the longer time the steam has to expand giving all his power to the motion. so it´s no wonder to me, that the engine did it´s job very well. Excellent video !

It could, it could pull 4 times the load on a full head of steam, and experienced drivers

Its a Fowler Compound road loco. thwey were used for hauling large loads in its day. it could easily have pulled twice that at a guess.
