I hate pin pointing people, its actually traditional Chinese medicine. on their scale of animals the tiger ranks just below the dragon and they believe consuming their parts gives them supernatural benefits. They need to be educated and they need to be held accountable for this just as much as the poachers this is unforgivable period.
