Q and S were created imitation dead languages languages, to support works of fiction, and promulgated by dilettantes.

@DonMeaker Quenya and Sindarin are real languages in the sense that they have they own grammatical rules, pronunciations etc.

The only difference between Tolkien's languages and "real" languages is that Tolkien's languages don't have a practical or important use for large groups of people, but they are real languages and should be treated as such.
