I haven't seen any chi-city niggaz doing shit recently. LOL. the most was some running fight/brawl which got attention because it was in an OMG TRENDY part of the city....

Riots are spontaneous and take advantage of popular anger-people often either get involved on a 'whimwith mob mentality (Angry Black Man) or they're prepared in advance (Black Bloc) The higher densities of downtown contribute to it-then there's people planning for shit in advance and go there via bus or car as you stated (protestors who get violent). People who bike in too. Also IIRC Oakland's city center isn't as large as say Chicago-so it should be easy to get to places in there.
