@lyrcalfrank101 This music video is shot over a series of different parts of the song, with her in different costumes, different angles, and different cameras. In any music video, save for "Wannabe" by the Spice Girls, you can see that the voice isn't going to match up perfectly with the mouth because the song put to the music video is often times pre-recorded.

@theraver2020 So? they used it back then too but very sparingly and only to create a distinct effect (like Cher's song). Today it is over-used just to give talent to talentless "singers".
