The guy never pressed stop/rewind on the tape recorder

They knew it was suicide for two reasons. First the tape was already played back for them to hear it. The second reason has to do with the fact that they heard the gunshot on the tape. If they heard it, meaning he was dead, he wouldn't be able to stop the recording. It would still be recording which it was not.

someone was holding a gun up to his head when he said " this is it my life is over" and then after he was shot by the person, the person put the gun in his hand and pressed stop on the recording.

The detective hit play. The suicide victim would not have been able to record the event and then, after dying, rewind and stop the tape.
