But back in the '70s Catholics had no rights and were protesting and having Civil right marchs but the Loyalists got worried and started murdering innocent Catholic people i.e Shankill Butchers. So the Provos were formed to protect Catholic communitys against such terrorist attacks because the Police was backing the Loyalists as it was a Protestant/Unionist controlled state.
