An additional degree of security if necessary could be ID verification of some kind using a third party ID verification system like Verisign. If a video receives a sufficient amount of flags then users must use the third party ID verification to view the video, include a disclaimer explaining YouTube doesn't agree with the speakers of the video, By viewing this by choice you can't take legal action vs. YouTube.

Really just applying the warning to video's would be enough. Maybe even include a blog of comments about the video on the warning page, users warning users, description maybe like, " I think this is hatespeach" etc.. Information is the key really. But how can we open up this dialogue with YouTube? What would make them willing to display videos on this site that a large number of people found offensive or inappropriate? Without something that they find economically appealing, this is all just theory.
