Epic FF7 Nerdage time... Weiss and Vincent were basically gods compared to Cloud and Sephiroth who were deities. While Weiss and Vincent were in another league, (even only for a brief time) Weiss would mop the floor with Sephiroth if they were both at full power.

However... Not to say Sephiroth couldn't win... For it all goes back to crisis core...

Genesis = God

Zack = Deity

Winner = Zack, by some miracle.

Kinda funny the secret ending of DoC is Genesis taking Lucrestia from the ice.

Sephiroth and Weiss are pretty much the same league at full power. Cloud beat Sephiroth not because he is more powerful but because Sephiroth got really cocky. During that fight, Sephiroth wasn't trying as much as he is blinking.

Sephiroth is the strongest in the FF7 universe. All soldiers have Jenova cells, but Sephiroth was born with them. Sephiroth doesn't know how to remain dead, unlike Omega and Chaos who disappeared at the end of DoC. He is the strongest SOLDIER, who acknowledge no equal.
