Track bikes (not fixed gears, but have a fixed gear) both have cheap and expensive forms just like you can find cheap or expensive road bikes.
However, road bikes are more often then not more expensive then track bikes because it naturally has more components (brake, gears, etc.).

fixies are cheaper then road bikes if you do it right
i spent no more then 250 on my bike
but i did that over time

its not just a form of transportation, fixies were originally for racing, and then messengers in SF used them because they were cheaper than road bikes

The idea of riding a track bike on the street was originated in NYC. I'm a san francisco native and no one here claims otherwise.
Messengers started using track bikes because they (again) have less components and are easier to fix on the job if anything goes wrong. There's just less to worry about. The only problem is the rider and whether or not they can ride a track on the street. Due to SF hills it would make more sense to ride a road bike, but messengers claim its more fun. I believe them.
