are you supposed to sand it first or dose it matter and what typ of sand papper like how fine..and dose it work only on plastic covers or what?

Generally there is a gap somewhere between the lens and the rest of the headlight. Then the moisture gets in and causes the fogging. I've seen it on quite a few cars.
