@cdr4us HAve you completed story mode and unlocked some or all of the other characters? You may have to unlock more than one power character to get him.

@LostheartDarkclan You don't have to do all the missions, just 50% complete. To do this you must get a Hokage on 5 missions, or do a bunch of missions with a lower rank. You can see your percentage in the options.

@Malcomshadow1 For Hinata, beat her first, second, and last 3 missions, do the same for Neji, and have 50% mission completion for both. Do the whole thing for Naruto and Sasuke, make sure the difficulty is at least 2, and they should all unlock after that. If you need further help, let me know.
