The "target stick" is just a training aid (as with the treats -- treats are there to "sweeten the deal" -- i.e. to motivate the horse to learn and want to do the "correct" thing). In turn this behaviour (touching noes-to-stick) can be used to teach other behaviours such as standing still whilest being shod. The target stick is just a training aid, just like a lunge line is a training aid.
