Bush's lack of language skills doesn't necessarily mean he is an idiot. What makes me wonder about his cognitive capacity relates to his decisions and reasoning that led to those decisions. Take, for example, Iraq. America was attacked by Al-Qaeda, so Bush decides to attack Iraq. Why? Who knows; Saddam didn't like Al-Qaeda either. If Bush had been president on December 7, 1941, when Japan attacked Pearl Harbor, I wonder who he would have attacked in retaliation...Argentina?
