See, this program involved (as the article clearly stated) that the money was to be used for nuclear power plants, not nuclear weapons.  N Korea then decided to back away from this agreement (after receiving the funds) because they were angered by accusations that they were building WMD's. So what happens next? Four years later, they are testing WMD's.

Do you have any idea what "proliferation-proof nuclear reactors" means? Obviously not. Man, you guys are such assholes, willing to use anything out of context (hence the red underlined part of the article) for political gains. Not that I'm saying Bush isn't an asshole either.
