This video is an investigation of meter # HO282C; which clearly shows that for the first minute, the meter only records 36 seconds. That is 24 seconds you are cheated out of, and since the violation occurs at the moment the meter expires, you can and will be cited thanks to the vigilance of LA Parking Enforcement. Therefore, those 24 seconds are as good as 24 years that you might need to move your vehicle to avoid a citation! It is located at 1550 N. Vine St in Los Angeles, CA. Furthermore, it also clearly shows that the city of Los Angeles is content to either illogically or irrationally serve you with citations that are invalid and strike at the very core of justice because citations target those that break the law. Instead, they have now become a financial mechanism of the state and city to target law abiding citizens that might at prima facie, believe they are guilty of the alleged infraction and would proceed to pay it, completely unaware of the particulars of the case. I urge that if you have received a parking violation at a meter for expired time anywhere in the country to compare the time kept by the meter vs. actual time. When your citations are dismissed when you find that meters do not keep accurate time, your verdicts will go far beyond your local parking enforcement agency because it talks about justice in America, and it looks at parking enforcement as though it hadn't been looked at recently. It shows that parking enforcement tramples through the evidence (time kept by meters); that it traipes through it. They may try to back away from it all they want, but you'll find that it is very important to the resolution of your case; which implicates the innocent. This case is not, let me repeat, is NOT about attacking parking enforcement. I'm not anti parking enforcement; we're not anti parking enforcement. We all need their services. But what we need - what we must DEMAND, what ALL of us should have, are honest, effective, non-biased parking enforcement. Who could demand anything less? Could any of you say that's not what we should have?
UPDATE 4/29/10: After reviewing Respondent's testimony and evidence... I therefore find Respondent Not Liable for the citation.

Do what someone's doing in Birmingham, bash the bastards! Someone's gone to town on this town's parking meters, busting nearly 3/4 of them thruout, costing this town between 30 and$ 70,000 a month in lost revenues.
Nearly the entire city's meters are malfunctioning either due to the vandal(s) or mechanical failure, most of them covered with WalMart bags to indicate such, and still - they write tickets, which can be voided if taken to parking enforcement and proof of bad meters is given.
