Since my budget isn't exactly high, I'll probably go for a Fender or an Epiphone. I've seen a rather negative review of one of the Epiphones, but have you got any idea which would be best to get started with?

Hey there! I´d say - price/quality ratio - it's a great mandolin for starting! You can adjust the bridge and away ye go! The best of luck!

I'm thinking of buying myself a mandolin, but I don't know a thing about it yet. I was wondering how you tune it and if the strings are in courses like with a lute or a 12-string or loose, like with a "normal" guitar or bass?

Hey there! Standard tuning from low to high would be G D A E. Lots of ppl use the tuning D G A D and, just like the guitar - you can use others or invent your own tunings depending on what sound you're looking for hehe. The strings for this mandolin come in a set of 4 double course strings, and the sensation/tension while playing is similar to that of playing a 12 string guitar (3 times smaller), or a little stiffer maybe - depending on the gauge you go for.
