@Cachatra I resolved it by installing another bluetooth software, but the computer wouldn't connect to my phone as a music player an error saying something like "faulty parameters" or something came up. I've got a new pc with built in bluetooth instead of a dongle now and it came with preinstalled software that allowed music streaming via bluetooth.

the only tabs in my bluetooth-settings window is options, COM-ports and Hardware do I need some other software?

Windows cannot find any Bluetooth devices. Make sure that your Bluetooth adapter is attached to your computer and is turned on, and that your Bluetooth device is turned on.
