About two years before the WHO declared the H1N1 a "pandemic", a pharmaceutical company out of NJ was shipping thousands and thousands of the H1N1 (swine flu) vaccine worldwide via a UPS hub in Kentucky. The vaccines were bought and packed in a huge unmarked warehouse. They hired temps to pack them - the temps were not permitted to take anything with them in or out of the warehouse, and were searched both times. No written instructions - only verbal. Handling live viruses with no protection.
