Your manager should have never gotten you involved in the first place by pulling you and your coworker into his/her office. You approached your manager with a concern and he or she should have witnessed it for himself/herself and then pulled your co-worker into his or her office and dealt with the problem at hand.

Eh, I can see two sides here. Yea, personally I'd woulda just sat him down and told him. Ya know I'm gonna need you to stop dicking off and start helping me here. If it woulda continued then yea I'd go to the manager. On the other side yea he knows what he needs to do and if he don't do it then he deserves to get busted.
