This was done with Photoshop and After effects. It's composed of a separate background, 13 frames of animation and 2 FX layers ( one for shadow and the other for the ambient glow )

I only used every other frame from the source material (Sherlock Holmes) and cut a few more out of the arm movement and added a blur to try and achieve the same look with fewer drawings.

It's much harder than I thought to get past the "boiling" effect. Given enough time for cleanup you could probably get it all tightened up but I was going for kind of a limited animation effect. Not quite as successful as I would've hoped, but I think it's a good first try.
