As you guessed, tugga refers to masturbation. Dugga refers to Douglas - Adam's last name. So...it's a joke, about Adam masturbating...

I know he says 'Tugga dugga' to joke. I want to know what 'Tugga Dugga' means. Is it slang? I'm guessing 'tugga' refers to masterbating, but the meaning of 'dugga' escapes me. Is it all some sort of Aussie slang? What does it mean?

@ybmagpye Wilfred says that every time Adam's last name is said. The character's name is Adam Douglas, and at the end of the first season he tells Wilfred the story of how he was caught wanking at boarding school.
So, Wilfred says, "tugga dugga dugga" to joke about it.

See, the shows are two different shows, the American version has conflict, a story, and above all, confronts the main question: what is Wilfred? As appossed to the Australian version which was just a guy and his dog just hanging out. Both great shows

@SethMesser9500 I dont know... To me, the Aussie version doesnt want to answer the question of What is Wilfred. It purposely avoids it and by doing so it leaves the question open for interpretation.. for me, this makes it darker and more captivating. With that said, I do like both versions but after watching the aussie one again, i still think its better..
