@TheCrush29 The Fair takes place all over the island (except for the Dojo, maybe), so making it member-only is like making CP member-only for the duration of the party. So, there is a small area off of the Forest for members only with a prize booth, but the main prize booth is at the Forest (for members and non-members).

@TheBonfire76 Well, this thing is over now, so it doesn't matter. But, the ones in the Forest are non-member, and the ones at the Great Puffle Circus Entrance are member.
