The Subcontracting Partners for Innovation (SPIN) Program is a government-private undertaking. It generates employment for rebel returnees and the poor and assists exporters in increasing production volume of exported products.

The program was created during a meeting with Philippine President Gloria Macapagal Arroyo and Department of Trade and Industry (DTI) Secretary Peter Favila together with regional directors of all NGAs and business sector in Negros Oriental on April 25, 2008.

The president gave instruction to the DTI regional director of Central Visayas to roll out the big brother model to all areas in the country through the Regional Operations Group. The same message was conveyed during a meeting with President Arroyo in Malacanang Sa Sugbo on April 28, 2008. This meeting was also attended by governors, congressmen and business sector.

The SPIN program is a market driven scheme wherein the products to be made by the trained group are actual export orders. Most exporters who do not have enough workers to do the job orders of their clients subcontract some of these processes.




Under the program, weavers undergo skills training on craftsmanship after which their hand-made products are bought by the exporters once these passed quality standards. In this way, weavers can immediately earn an income after a hard day's work with their earnings dependent on the number of products they make. Cost of SPIN trainings are shared by the DTI, the exporter and LGU where the specific barangays are located.

SPIN was initially rolled out in Central Visayas. Regions 6, 8, 9, 10, 11, 12 and 13 later followed.
