Does Meshcam support a 4th axis? or is the model turning/flipping done by a machinist?

hi. hope this message finds you well and in good spirits. what program did you use to draw this shape. i'm looking for a good, affordable (free if possible) 3d cad/modeling program to draw something like glasses. can you help? i have basic shapes in adobe illustrator. but need help with specific things like nose notches etc.
