In the city a Crown Vic with a trained driver can easily keep up with just about anything except a motorcycle, BUT often they do not because two cars driving insanely fast is even more dangerous than losing one car and hoping it'll slow down some with the police falling behind (which gives them more time to radio for backup).
Granted, some police aren't exactly what I'd call (well) trained drivers, but others are.
