  • Would the throtlle body being in limp mode cause this surging?

  • Probably a vacuum leak, letting the idle get just low enough to where it triggers the computer to give it gas to increase the idle. Check out some of my videos I'm fairly sure I have a video of pretty much the same but lesser(it idles steady but surges when rolling but idles really low when stopped) problem on my Saab.

  • vacuum leak. Check the two vacuum lines coming off the throttle body along with the T fittings.

    Also check that the throttle body isnt in limp mode. If so, you'll need to reset it. Easily done, videos on how to do it here.
