A review of the following world events would be useful to understand this poem:
1848: The Communist Manifesto published (written by Karl Marx and Friedrich Engels).
1867: Das Kapital published (written by Karl Marx and edited in part by Friedrich Engels).
1911-1912: Italo Turkish War (in North Africa): Widespread human rights abuses by the Kingdom of Italy, including public hangings.
1912: The Treaty of Lusanne: North Africa ( currently Libya) becomes an Italian colony.
1912-1931: Omar Mukhtar leads a heroic resistance in the Italian North Africa (now Libya) against the Italians.
1914-1918: The First World War: A useless war, prolonged mainly to satisfy the nationalistic egos, millions die in the trench warfare in which the borders barely moved, even after tremendous loss of life, e.g., on the first day of the Battle of Somme (1st July 1916), the British suffered 57,000 casualties. In the Battle of Verdun (1916), 306,000 died. Total Casualties (estimate): Allies: 790 million people, Central Powers: 944 million people, including about 25 million dead.
1918: Treaty of Versailles signed (to humiliate the Germans, which became a cause for the Second World War).
1920: The Treaty of Sevres: The Ottoman Caliphate broken into many countries (based on secret agreements among the Allied Powers, going back to 1915). The Ottoman Caliphate loses Middle East (about 174,900 sq. miles). These will ultimately become like colonies of France and Britain. Creation of the Kingdom of Hejaz under Hussain bin Ali (a puppet of the British). Eurpean powers essentially divide the Middle East among themselves.
1920: French become rulers of Syria and Lebanon under the French Mandate.
1920: British become rulers of Jordan and Palestine under the British Mandate.
1920: Faisal I (a friend of T.E. Lawrence, chosen by Winston Churchill, then the Colonial Secretary) becomes the King of Iraq and Syria.
1920: Maj. Gen. Edmund Ironside (commander of British forces in Persia) forces the appointment of Col. Reza Khan as the commander of the Persian Cossack Guard (bodyguards for the Persian King, Ahmed Shah, originally established and then commanded by Russians). Ironside once wrote that Reza Khan was the most manly Persian he had ever met.
1921 (12 Feb): Col. Reza Khan told by Gen. Ironside that the British would not mind if he became the King of Persia.
1921 (21 Feb): Reza Khan marched on Tehran with 3,000 Cossacks and instals himself as the C-in-C of the armed forces. Ironside says: so far so good.
1921: The October Revolution in Russia (aka the Soviet Revolution or the Bolshevik Revolution).
1922: Benito Mussolini becomes the Prime Minister of Italy
1922 (to 1943): Fascists rule Italy under Benito Mussolini
1923: The Treaty of Lusanne (another!).
1924: Abolishment of the Ottoman Caliphate.
1925: Reza Khan places himself on the throne of Persia as Reza Shah Pehlavi.
1931: Omar Mukhtar captured after he was wounded and hanged before his followers 3 days later (on Sep 14). He was 69 years old then.
1934 (to 1945): Adolf Hitler is the Fuhrer (leader or guide) of Germany.
1936: Allama Iqbal writes Iblees ki majlis-e shura.
1938: Allama Iqbal dies on 21 April 1938, this poem is included in Armughan-e Hijaz (Iqbals last work), published after his death.
1938: Benito Mussolini also becomes the First Marshal of the Empire.
1939 (to 1945): The Second World War starts (only 3 years after this poem was written). This time about 78 million people are dead (an estimate).

iblees ki majlise shura written is 1936, In this poem Allama Iqbal critiques the west in theatrically way where satan and his advisor talk about the problems which world was facing back then and now. For instance, fundamental and economical problem which made East weak. Poem was written almost 75 years ago.However, even today it is very important and thought-provoking poem .

I will add English translation and notes / explanations (حواشی) as I find time to do them. I will appreciate any comments, suggestions, advice, etc. I know that this poem has already been posted on the Youtube, and I appreciate the efforts of the brother. This is just to present the complete poem to the viewers, as it was written, and add English translation and notes for the viewers who don't understand Urdu.
