Thanks for your responses. I do understand where you come from. In my study with the open system thinking, in any setting, we need to include all stakeholders. In our situation, stakeholders have their own different and meaningful contributions toward a true Bilingual environment for our Deaf children. If we have some stakeholders who are not familiar with bilingual philosophy, it is our duty to educate them. After educating them, we need to include them in the process.

It is up to each school to include which department to include in terms of Language Planning. You are correct - they do not focus on language. You see, other aspects such as counseling do not focus on language too but if we include them, it will help the language planning committee to realize how much time is being spent outside of language development for each child.
Again, it all depends on what school want and who to include. In my opinion, it is best to include all stakeholders.
Hi Joey - yes would love to see the 4 parts explained. Is the language planning part of a whole systems approach?

Language Planning and Open System Thinking are two different things. Knowing both functions, it is even better to merge both when planning. Will elaborate more soon hopefully.
