Just a sample of what the City of Philadelphia has as it's upper management! Lloyd is a blatant racist hiding behind is wrinkled uniform. I have seen him many times doing things that would make anyone cringe with embarrassment. I have personally witnessed Lloyd show up at functions in a uniform that looks liker the cat slept on it for the passed week, dirty and wrinkled. The shame here is that the Mayor does nothing about this incompetent which in turn makes him just as racist as Lloyd.
